In memory of H.E. Dr. Alirio Parra
It is with great sadness that we announce the passing of His Excellency Dr Alirio Parra, Former Minister of Energy and Mines, Venezuela and Senior Advisor, CWC Group Limited, on the 9th of March 2018, aged 90. Dr Parra was an inspiration to us all and will be sorely missed here at CWC.
Alirio was energised by the industry and refused to give up work as he got older. Up until very recently Dr Parra was one of the first in the office in the morning, and in 2017 was still insisting to travel to Vienna and his beloved Nigeria. Dr Parra also had an incredible thirst for knowledge, whether it was latest industry trends, or the functionality of the latest Apple product, he never felt he was too old to learn. With a strong moral compass, an unrelenting dedication to his industry, and a calm and modest persona he was an example to all of our staff both past and present.
Early in his career, as a member of the Presidential Commission on Oil Nationalisation in 1975, he participated in the creation of Petroleos de Venezuela S.A., or PDVSA. In fact, as a founding Board Member of PDVSA, he spent 15 years helping to shape the company into an efficient, global commercial enterprise. In this, he modernised PDVSA’s downstream sector and revamped the entire refinery sub-sector, while also making sure the company was more efficiently integrated into world markets. He also initiated and facilitated the development of Orinoco heavy crude.
Dr. Parra was Venezuela’s Minister of Energy and Mines from 1992–94 and during this period he also served as President of the OPEC Conference. Read more…
These eminent achievements alone are venerable but over the years Dr. Parra was involved with many other professional activities.He was a former President of the International Association of Energy Economists (1988), Chairman of the British Institute of Energy Economics (1997) and the Oxford Energy Policy Club (1984-95). He was also a former President of the Latin American Energy Organization (OLADE) and a Member of the International Advisory Board of the French oil company, Total.In October 2006, he was elected an Honorary Fellow of the British Institute of Energy Economics.He was also Chairman of the Advisory Board of the Energy Intelligence Group in Washington DC, and Vice-President of the Anglo-Venezuelan Society in London.
In 1997, he joined CWC Group where he remained until he died. Here advised the Board, met with senior figures in the world of Energy, chaired many conferences and enjoyed the office life at our London HQ.
In 2017, at a gala dinner among OPEC and non-OPEC participants which commemorated the landmark ‘Declaration of Cooperation’, the Organization honoured his distinguished career and life achievements. In receiving the award, Dr. Parra said: “I am humbled, surprised, but delighted to be the recipient of this tremendous and incredible honour.”

His Excellency, Mohammad Sanusi Barkindo, OPEC Secretary General, said: “This is an extremely sad day, not only for his family, his wife Sally and their children, who are in our thoughts and prayers, but for the entire OPEC family which Dr. Parra was a founding member and remained a treasured part of his entire life. But we should also recall the great life of this quintessential gentleman: one of the great men of the industry, a proud son of Venezuela and a citizen of the world, a scholar, a real oil man – and, to many of us, a very dear friend.”
Even last week Dr Parra was in contact with staff in the office, hungry for industry news and the welfare of the teams. This is typical of the man who knew no limitation in his age, and was always thinking of others. Our thoughts and prayers are with Alirio’s family in this difficult time.

HE Mohammad Sanusi Barkindo of Nigeria began his tenure as Secretary General of the OPEC on 1 August 2016. He has previously been Nigeria’s National Representative, as well as its Governor to OPEC, and in 2006, he was Acting OPEC Secretary General.
From 2009 to 2010, he was Group Managing Director and CEO of the Nigerian National Petroleum Corporation (NNPC). Earlier in his career, he was Special Assistant to former Minister of Petroleum Resources and OPEC Secretary General, HE Dr Rilwanu Lukman KBE.
Mr. Barkindo has also been leader of Nigeria’s technical delegation to the UN climate change negotiations since 1991. He served as Chair of the Group of 77 and China at the UNFCCC and he was elected to serve three terms as Vice President of the Conference of the Parties.

Mr Mordecai Danteni Baba Ladan is a Petrochemist by profession who joined the DPR in November 1987 as a Senior Analytical Chemist and was deployed to the Safety & Environment Branch under the then Technical Services Division. He rose through the ranks to occupy various key positions within the organization including Zonal Operations Controller, DPR Kaduna. Having attained the rank of Deputy Director, he was appointed Head of the Downstream Monitoring & Regulation Division from October 2005 to June 2013. Thereafter, he was appointed Head of the Gas Monitoring & Regulation Division from June 2013 to May 2014. Then lastly he was appointed as the Head of the Safety, Health & Environment Division in May 2014 until his current appointment as the Acting Director then Director of Petroleum Resources.

Engr. Simbi K. Wabote was appointed as the Executive Secretary Nigerian Content Development and Monitoring Board (NCDMB) by President Muhammadu Buhari (GCFR) on the 29th of September 2016. Prior to his appointment he was an Executive Director of Shell Petroleum Development Company (SPDC) Nigeria Limited and the General Manager Business and Government Relations for Shell Companies in Nigeria (SCiN).
Engr. Wabote joined Shell in September 1991 as an Oil and gas Engineer after a short stint with the Banking industry in Nigeria.
Prior to taking up his role as an Executive Director of Shell, he had served Shell in various senior positions within and outside the country in Engineering, Contracting & Procurement, External Affairs and Community Affairs Directorates. As Head of Civil engineering in Shell Eastern Division, he was responsible for major key civil engineering projects for the company, including the Shell Osubi airport in Warri Delta State Nigeria. He served as the National Assembly Relations Adviser to Shell and was the General Manager, Local Content Development, of Shell Exploration Production Company in Nigeria (SEPCiN). He was responsible for the development of Royal Dutch Shell’s local content strategy and framework and supervised Shell Local Content implementation across several countries including Nigeria, Gabon, Brunei, Oman, Kazakhstan, Australia, Iraq, Qatar, Jordan, USA and new frontier countries for Shell.
Simbi holds an MSc from Leeds Metropolitan University, Graduate of Civil Engineering from Rivers State University of Science and Technology Port Harcourt and a graduate of INSEAD group leadership programme. He is also a member of the Nigerian Society of Engineers and a COREN Registered engineer and a member Institute of Civil Engineers London.
As the Executive Secretary, NCDMB his new assignment is to steer strategic National programs being implemented by the Board to build capacity and domicile industry activities within Nigeria. He is expected to bring his global experience to bear in re-engineering the Board’s business processes to achieve maximum impact on Nigerian Content development.
