Mr. Obinna Ofili, the General Manager, Finance & Accounts Division holds a Higher National Diploma in Business Administration & Management from Federal Polytechnic Idah, where he emerged as the best graduating student. He also holds a Bachelor’s degree in Banking & Finance from the University of Port Harcourt and a Master’s degree in Banking & Finance from University of Ibadan. In addition, Mr. Ofili is a part-time Doctoral candidate in Financial Management and a Fellow of the Institute of Chartered Accountants of Nigeria and a United Kingdom-certified Project Manager with PRINCE2 honours.

He has worked as a lecturer, consultant, analyst and banker, spanning four different banks.

In the Nigerian Content Development & Monitoring Board (NCDMB), Mr. Ofili has performed functions relating to various aspects of Finance & Accounts, including seamless handling of Treasury operations, the Nigerian Content Development Fund as well as vastly improving the overall efficiency of the Division.

He has been instrumental in streamlining the financial operations of the Board and devising strategies that optimized the Board’s finances. He handled the transition of the Board’s accounts to GIFMIS and Treasury Single Account (TSA) with commendable ease, which ensured that the Board’s financial operations were never disrupted.

Mr. Ofili has developed very cordial relationships with stakeholders both within and outside the Board, including Office of the Auditor General of the Federation, Office of the Accountant General of the Federation, Budget Office of the Federation, Central Bank of Nigeria, various commercial banks, Federal Inland Revenue Service, Bayelsa State Board of Internal Revenue, Federal Pay Office and the consortium of external auditors, among others, which has vastly enhanced the Board’s working relationship with these institutions.

Mr. Ofili has also served in various Committees in the Board, including Review of 1% Remittances, Operating Model for the two Special Purpose Vehicles established by the Board (NCD Fund Limited/Gte and NCDMB Capacity Development Limited/Gte) of which he is nominated as a Director, Technical Bids Evaluation Committee, Review of Payment Guidelines, Accounting Manual, Audit Manual, among others. He also oversees the Secretariat of the NCDF Advisory Committee.
